Whistleblower intake
Confidential reporting for suspected misconduct, fraud, or serious risk to DBIS missions. Protections depend on applicable law and internal policy.
What to report
- Financial crime, bribery, or misstatement
- Harassment or abuse of authority
- Serious IT or operational security failures being concealed
- Retaliation against someone who raised a concern in good faith
How to report
Use the dedicated whistleblower mailbox for confidential submissions. Include sufficient detail for triage; do not send exploit material or credentials in email — use the security disclosure workflow for technical vulnerabilities.

A PGP-encrypted web form and third-party hotline provider are planned; mailbox intake is operational for good-faith reports.
Anti-retaliation
DBIS policy prohibits retaliation against good-faith reporters. Investigations are conducted with need-to-know access and documented outcomes for audit committee oversight.
