GRU monetary policy

Council-approved materials on how the GRU is created, backed, and retired. The settlement infrastructure (Chain 138 contracts, PMM pools) is deployed and operational; policy publications below are pending formal Council ratification.

Active settlement layer

The on-chain settlement layer is live on Chain 138 with canonical token contracts and PMM liquidity pools:

  • cUSDT / cUSDC — treasury / government bond exposure and cash-tokenized electronic money (6 decimals) for institutional settlement
  • cXAUC / cXAUT — gold-backed tokens (1 token = 1 troy oz Au) anchoring the reserve's commodity layer
  • PMM pools — DODO Proactive Market Maker pools for on-chain mint/redeem and cross-pair settlement

Planned policy publications

  • Issuance formula — basket weights, review frequency, and deviation bands
  • Reserve backing model — eligible assets, haircuts, and attestation sources
  • Conversion and redemption rules — participant eligibility and settlement windows
  • Liquidity windows — auction design, standing facilities, and disclosure lag

Machine-readable layer

Policy summaries are published as versioned JSON at /policy.json alongside human-readable PDFs so members and supervisors can diff policy changes programmatically.
