## Purpose

This attestation records Chief Counsel review of portal disclosures and machine-readable governance artefacts for [d-bis.org](https://d-bis.org). Supporting appointment, charter, and treasury governance materials are treated as **internal governance and appointment artifacts** — not as evidence of sovereign recognition, treaty authority, diplomatic accreditation, or external governmental endorsement.

## Scope of attestation

Counsel attests, as of **8 June 2026**, that:

### 1. Portal governance disclosures

Institutional disclaimers, governance notices, member classifications, officer descriptions, appointment references, and member-tier designations published on the portal reflect counsel-reviewed and counsel-approved copy.

Counsel confirms that published descriptions are internally consistent with the current governance framework, appointments, charters, mandates, and treasury authorities reflected in the governing records.

### 2. Machine-readable governance alignment

Counsel confirms that:

- `/.well-known/trust.json`
- `/governance.json`
- `/policy.json`

are synchronized with and accurately represent the canonical **Chain 138 → Stack A → PMM Registry**, and that no material conflicts have been identified between the machine-readable registry and the corresponding portal disclosures.

### 3. Governance and appointment consistency

Counsel confirms that published governance narratives are consistent with:

- governing charters
- officer appointments
- treasury mandates
- judicial and diplomatic authority frameworks
- continuing appointment instruments
- internal governance resolutions

including the continued appointment and authority structures described in the supporting records.

### 4. GRU portal publications

GRU portal governance narratives are marked **Counsel Attested** where applicable in `policy.json`.

For any referenced treaty, charter, diplomatic, treasury, judicial, or governance instrument whose executed PDF has not yet been publicly released:

> **Executed instrument exists but publication remains pending.**

No representation is made that unpublished documents are publicly available.
